Home Care is about fostering independence. It is a reflection of Texas values. TEXAS HOMECARE PAC is protecting our clients, our employees and our industry’s future. Increasingly, we need our Texas elected officials to stand up for home care.

 

Our industry is moving rapidly to meet the growing health care needs of our country, and home care must take center stage. Texas has the second largest congressional delegation in our nation with 32 House Members and two United States Senators. The Texas Legislature’s House and Senate represent every corner of our great state. With its size and powerful members, the Texas congressional delegation and Texas Legislature wields considerable power and influence over every aspect of our business.   

However, representing over 23 million Texans means that these representatives have varied interests competing for their time. Their time is limited and so is yours. That’s where TEXAS HOMECARE PAC fits in. TEXAS HOMECARE PAC knows that the decisions made in Washington DC and Austin are too important to not have a seat at the table. Through participation in the TEXAS HOMECARE PAC, we can help these influential lawmakers understand the importance of home care as they act on Medicare, Medicaid, labor laws and other issues that shape our business environment.

In order to achieve our goals, we must be at the table when important decisions are made about health care policy. Your contribution helps give the TEXAS HOMECARE PAC the resources it needs to have a seat at the table.

 

It’s important for the TEXAS HOMECARE PAC to support the campaigns of those serving in Congress and in the State Legislature who appreciate the value of home care in our nation’s healthcare and private health programs.  Building goodwill and strengthening relationships with key lawmakers who determine Medicare and Medicaid policy, funding, and a good business environment is critical to achieving our goals.

 

TEXAS HOMECARE PAC is working to protect us both in Texas and in Washington D.C. Your support is critical to our survival. These are some of the decisions that Congress and the state legislature made that affect you:

  • In 1997, a single vote in Congress slashed home care funding by 50% and 60% of the Medicare home health agencies in Texas went out of business over the next eighteen months.

  • In 2003, payment rates for Medicaid providers were cut in the wake of a multibillion state budget deficit.

  • Discussion regarding changes to the Medicaid program are ongoing at both the state and federal level.

  • In 2006, the state legislature revised the franchise tax paid by businesses that could have been devastating for the home care industry. These decisions affect not only your clients, but also your bottom line and your ability to deliver high quality services for a reasonable cost.

 Who can contribute?

TEXAS HOMECARE PAC was established to give the home care industry in Texas a voice with both federal and state lawmakers. You may contribute to our state efforts, our federal efforts, or both. All contributions to the TEXAS HOMECARE PAC are automatically designated to our state efforts unless specified otherwise.

 

We encourage everyone to contribute to the TEXAS HOMECARE PAC, but corporate contributions are prohibited and contributions may only be accepted from U.S. citizens. Contributions are not deductible for federal income tax purposes.

 

There are certain restrictions on contributions to support our federal efforts. Only owners and upper management of home care agencies, as well as principals in home care partnerships are eligible to contribute to our federal efforts. Hourly employees, their first-line supervisors, and non-principal employees of partnerships are not eligible to contribute to our federal efforts. Individuals are limited to $5000 donations to TEXAS HOMECARE PAC’s federal efforts every election cycle. Each election cycle begins on January 1st of the year after an election and ends on December 31st the year of the election.
